University of Hull
Successful REACH fact finding visit by Turkish Delegation
Tuesday, 07 April 2009

At the end of March the University of Hull where please to welcome a study group from the Economic Policy Research Foundation of Turkey (TEPAV) to the region.

The study visit was part of an ongoing project to assess the economic impact of the Registration, Evaluation, Authorisation and Restriction of Chemicals Regulation (known as REACH) on the Chemicals Industry of Turkey. The Environmental Centre of Industrial Collaboration (ETCIC) at the University of Hull are associates on this project and have been working with TEPAV since October last year .  The aim of the project, is to bring together organisations around Europe to disseminate best practice on how to cost effectively comply with the REACH regulation.  As the EU makes up a third of all their exports  compliance with REACH is a significant issue for the Turkish chemical industry.  During the three day visit the Turkish project team learned first-hand how UK industry is adapting itself to REACH.   The team met major chemical importers from within the Yorkshire region, who explained how they were dealing with REACH with particular emphasis on communication with non-EU suppliers.  Turkish exporters may also need to appoint Only Representatives to act on their behalf within the EU. Five leading UK based REACH service providers and consultants explained how they can help.  Another focus of the fact finding visit was the use of non-testing strategies to generate the data required for the registration of chemical substances under REACH.    With specific expertise in this area gained on other REACH related projects, the Chemistry Department at the University of Hull introduced TEPAV to the concepts, methods and benefits of alternatives to testing.

TEPAV Study Visit

Sibel Gϋven, Director of TEPAV’s REACH Project stated “We had a very fruitful visit in England. Carefully selected participants together with well arranged timely presentations were really useful on our part. We have learned a lot and made acquaintance with the people that was of importance for the running of our Project. ”
A further study visit is planned by the TEPAV team later this spring when they will visit Kaunas University, Lithuania, to gather information on how smaller members of the EU are coping with the regulation.  The project will conclude with a dissemination event in Istanbul in September.
