REACH Management Training: What you need for successful implementation...

The Challenge

The new European Chemicals Regulation REACH (Registration, Evaluation, Authorisation of Chemicals) went through its second reading in the European Parliament on December 13th 2006 and came into force on June 1st 2007. This will have an impact on not only chemical manufacturers but also chemical users, distributors and importers across the whole of the European Union. You cannot afford to ignore it! Over 2.75 million pre-registrations demonstrate that the entire REACH process is not going to be as simple and straightforward as the authorities might have wished us to believe. The burden facing you in the industry is immense and a cost-effective compliance strategy should include some element of training and personal development.

The unique Postgraduate Certificate In REACH Management launched in 2007 by ETCIC and the University of Hull has been extremely popular and attracted delegates from all over the world to do individual days, week-long modules and the entire course.

The high quality residential course is now open for bookings in March and is now complimented by a distance learning option allowing delegates to take each module from their own location, thus reducing travel and accommodation costs as well as spreading the time burden. For ultimate flexibility delegates can mix and match residential and distance learning modules to qualify for the “Blended Learning” certificate.

Each option has the same common taught modules:

Module 1 – The REACH Basics
This covers the background and detail of the regulation and its relationship to other pieces of legislation including the new Classification and Labelling requirements. A thorough grounding for executives involved in REACH, new recruits to the field or experienced regulators looking for an update on current best practice.

Module 2 – Testing and Data Analysis - SIEF Technical Tools
Whether your own organisation intends to actively participate in a  SIEF or delegate to a third party representative you need to establish data gaps and validate and value data necessary for your submission. This module looks at the tests needed and the very important issue of how to minimise costs using read-across and QSAR.

Module 3 - Exposure and Environmental Risk Assessment – SIEF Technical Tools
This module aims to equip delegates with the skills necessary to research and analyse effects of substances upon the environment. Techniques for conducting environmental exposure modelling to assess environmental impacts will be covered. The further use of these techniques to construct Exposure Scenarios and incorporate them into Chemical Safety Reports and safety data sheets as required by REACH is a further element of this module.

Module 4 – Legal Issues, Authorisation and Business Preparation – SIEF Business Tools
The thorny issue of competition law, Intellectual property and protecting confidential business information is covered here. Furthermore tools to participate effectively in a SIEF together with business opportunities afforded by REACH is covered here. An essential week for those operating in SIEFS and considering the business risks posed by the REACH regulation.
